I made my project into a Chrome Hosted app but it won't let me publish on the web store. It keeps saying I have to verify ownership of the link but I have no way to do that as it requires some kind of html upload. Alternatively it said the site owner could add me as an owner. Is there any way to just add me as an owner of my specific project or otherwise load Google's test html onto my project page?

If you want to submit your project to the Chrome Web Store, you shouldn't need to verify that you are the owner of this website, I see no relationship. Are you embedding the project in your app or are you using the JS script to play your project? (How are you trying to do it?)
