This should go in Questrinon about Scratch; if you hover over the button where you select a sprite from the library, a drawer will open, click on the arrow select your file.

Well maybe you can try this
(1):upload sprite
(2):change your sprite or backdrop
(3)switch to costumes then drag your sprite in the backdrop or sprite!
