no support, macOS, chromeOS, android and windows 10 (wich still is more used than 11) users exists, and i heavily doubt the ST will bother to change the design of scratch in only ONE device

Actually, why should the Scratch Desktop app only get an upgrade on Windows 11, but not on Windows 10?

Because Windows 10 has a different design language than Windows 11.
Windows 10: Fluent Design + MDL2
Windows 11: Fluent Design + WinUI 2

The scratch team probably doesn't have the time or money to build a custom version of their app for each operating system using the built in ui components for that os. That requires learning a new programming language for every os. Not even big companies like zoom do that. And it would mean that the app would look different for windows than on mac or chromebook, which is rejected:

The official list of rejected suggestions wrote:

2.3 Set the editor to look like older versions of Scratch
Some users prefer the look and feel of the Scratch 2.0 editor, and have suggested that the editor look like Scratch 2.0, but still run off of HTML5 like Scratch 3.0 does. However, this would be more complicated for educational and documentation purposes. It could be confusing if someone is trying to learn Scratch from someone who is using a completely different layout of the editor than them.

In addition, the Scratch Team changed the design for a reason: to make it easier, more intuitive, and friendlier for newcomers to use. If you dislike the Scratch 3.0 editor, you can still download the Scratch 1.4 or Scratch 2.0 offline editors.
I realize this would not be a completely different editor layout, but this guidance still sort of applies

This is about a NEW layout, NOT an old layout.

The thing is that this isn't even close to a “different editor layout” in general, all that was changed are a few controls and icons, and the general layout is almost the exact same. And even the colors are the exact same. In TOLORS, they were referring to 1.4 and 2.0, which are completely different layouts that could cause confusing for, educators, for example. This would still be clearly identifiable as Scratch 3.0, as no UI elements are missing or in different places.

The only desktop OSes that Scratch is on is MacOS and Windows. Since the Scratch Team ported Scratch onto those operating systems themselves (and made an offline version of the editor), I wouldn't doubt it would be impossibly difficult for them to implement the Windows 11 controls for the Windows version. I'm not even asking them to make a “special editor version” or anything, it's still Scratch 3.0.
