You can just find a project that is a blank licky for you to use and then color it….
right?

you draw a cat or something licking the screen, using an image editor like GIMP then packing all the frames into the .gif format

if you don't have gimp, well you have to do it with a few more things: use the MS paint app, draw and save each frame, then upload all frames to gifmaker.me and get the gif there.

if you're gonna ask “how do you draw”, I'm sorry but you're on your own
