Sorry for the confusion, I put it wrongly.
Scratch 3.0 is based a lot on Blockly, Google helped Scratch make Scratch 3.0.

scratch 2.0 = flash

What *Programming* language is scratch?

Scratch is its own programming language coded in JS (JavaScript) called… scratch. I don't know if there is an official term, but “Scratch” or “Scratch-Blocks” would work just as well.

Correct me if I'm wrong, but I believe scratch 3.0 uses JSON(JavaScript Object Notation) to run projects.

JSON isn’t a language, its object notation, the name says. It just stores things, in this case project data like blocks and variables. JavaScript is what it runs with on.
