Are these remixes allowed?
The remix feature allows anyone to change projects and add their own ideas(with minimal casualties), though some people will “remix” the project without changing anything(or downloading the project and resharing it). I know that these aren't allowed, but this is not why I'm here.
There are some projects who do the opposite effect and make the remix completely different from the original project(Here's an example:https://scratch.mit.edu/projects/171695344/ ). Are these allowed?

Yes, they're allowed. If a remix is exactly the same as the original, then feel free to report it like you stated.

SourceRemixes that aren't related to the original project, especially if they're remixes of a popular project to get more attention, aren't allowed.

Well, remixes that aren't related to the original project isn't allowed. i dont see a need to take it down though

I guess its okay, some people remix blank projects and add content in them.

I think griffpatch's example might end up being an exception, but people shouldn't remix a project and create an entirely unrelated one.
You can always report it to have the ST give it a look, though.

Are these remixes allowed?
Yes they are. Scratchers can be free to remix projects, but i not remix because i like making project by myself. Theres only one thing, if the remixs are a perfect copy of the project without nothing changed they can be reported or if someone makes a copy of the project without remixing that can be also reported.
