I think the answer is the studios that scratch team make. Otherwise it is hard to tell.

Add Whatever , Add Everything , Pokemon Projects ONLY, Mick's Gallery, etc are most popular studios.

The scratch welcoming committee too is also an example especially because the comments are always active and many new scratch members come to say hi

Is there any specific genre of studio you're looking for, or just any? I know a few really active studios that have a couple of comments per minute, but I'm sure there are many studios that beat it in followers.
