not the best title I know
Can I upload music with bad words but those words are tuned out or something?

Hmm, I would cut them out but not with the bleep sounds. Just cut them out entirely, and maybe even cut out the sentences the bad words appear in just to be safe. I’m unsure though.
If the title of the song contains a bad word, then don’t use it as you will probably need to credit the music.

Yes, you can. It would be better to find a clean version of the song as well, if possible.

Using a censored version of the song would be allowed. But you can't have the original song then code the bleeps in a Scratch project for censoring. The audio file imported to the project must be 100% censored… Same with the title.

Ideally, you'd use different audio which either isn't the song with explicit lyrics or just an already-clean version to begin with, but if you insist on using audio with bad words then you'd have to censor them out. As Stag_ hinted at above, the bad words should be completely gone from the project, as in it can't have a separate sound file play over it or just be the bad word reversed with the editor's tools. Get it out of the audio file entirely if possible.
I'd argue perhaps having an odd silence might be better than the generic beep censor, but that's up to you, I suppose.

A lot of people just mute that section of the song to censor it. Then if you know the location of the mutes you can add volume fade on top of that via scripts, but make sure you actually mute that part of the actual file!
