Whitelist the suicide prevention hotline's phone number and url

I read the first few pages, and I would just like to point out that if someone is that suicidal, it may have already occurred to them that they should talk to their parents, and they should get some help. Getting help is easier said than done.

Maybe, if someone tries to comment the hotline number, the comment is allowed to go through but the Scratch Team also gets a notification? This could be used to spam the report queue, but then again so could everything.

I support. It was brought up that it could be the parents fault, which means they wouldn’t be safe to talk to on the matter. Typing the phone number isn’t a crime. It’s actually a simple way to help.
