SB may just mean something related to Scratch, I don't know exactly what.

3 stands for the version number.

some say sb is a bad word in Chinese…

I think it is short of “Scratch Blog” because in the early times of Scratch, a project is called a blog post and Scratch was just a blog with almost no social features and after years they didn't change it to “sp” or something, the number after it is its version number.

Scratch 1.x projects have the suffix “.sb”
Scratch 2.x projects have the suffix “.sb2”
Scratch 3.x projects have the suffix “.sb3”

In the days Scratch was a blog, the suffix used was “.scratch” and the blog was for ST only

SB probably stands for “Scratch Blocks” or possibly “Scratch Binary” since 1.x projects are binary
