Full unicode characters support

Well, it's implemented now since the release of Scratch 3.0, yes.

Edit: To be clear, this is regarding Unicode characters in the project editor, which is what I believe this topic was about. They are generally supported, and if there are edge-cases, I'm not aware of any. If Unicode support in the project editor is still incomplete, feel free to make a new suggestion clarifying that. (There are other suggestions regarding comment support.)
