None of them aren't hubs for malvertisements, so I will not say any.

I think it may be possible to download it from YouTube directly using inspect element, then convert to MP3.

Generally, when people say that it's “illegal” to use YouTube music in your project, generally they're referring to two distinct issues:
  • The standard copyright stuff that others in this thread have already covered.
  • The fact that YouTube's Terms of Service forbid you from using any downloader or external software (any YouTube to MP3 site) to download videos without permission from YouTube.
Speaking from experience, I have personally downloaded thousands of videos from YouTube using various downloaders and YouTube has never even sent so much as a warning my way - as far as I can tell, it is never enforced. However, if you want to play by the rules, then I suggest that on any video whose music you want to use, you look for an official download link or check the creator's website/socials (if they've linked any) for download links.

As for the copyright stuff, I'll kinda reiterate/clarify what others have said: Generally, you are allowed to use music (even copyrighted music) in Scratch projects, as long as you give appropriate credit (you are able to use copyrighted music because of fair use, a doctrine in U.S. copyright law that allows use of copyrighted material for certain purposes without the permission of the rightsholder.) The big exception to this is a project that only contains music without adding anything to it (a “music sharing project”, as the Scratch Team calls them) - these are most certainly not fair use and the ST removes these projects immediately when they see them. (Of course, it is always preferred to use music licensed under a Creative Commons license or other license that allows for reuse.)

The major caveat of fair use is that it is a defense - so if a company used Scratch's DMCA system to have your project taken down, and you wanted it to go back up on fair use grounds, you would have to go to court to defend your use of the material. However, this is very rare AFAIK, and I don't know of any notable/documented instances of this that weren't by Bandai Namco DMCA'ing a PAC-MAN project.

Please don't, such sites break YouTube's terms of use and are always sketchy, they have tons of ads that redirect you to sites related with malware and they themselves may trick you into downloading malware. Always scan downloads from untrusted sites using anti-virus and refrain from even visiting such sites.

Why'd you quote my whole post, instead of only the relevant portion? Anyways, what I said there doesn't invalidate what the YouTube Terms of Service say. If you download a video from YouTube, you are violating their ToS, so do that at your own risk.

As for my personal recommendations for downloading YouTube videos, I use the FOSS command-line program youtube-dl (there also exist more frequently updated forks, such as the popular yt-dlp) paired with the FOSS command-line program ffmpeg to convert the files to whatever format I need (youtube-dl only provides the raw files served by YouTube). I'm sure graphical frontends exist for both of these, although the command-line versions work just fine for me and I don't care to look for GUIs for these.

I also use ffmpeg for about 20 million other things that I do with media files on my computer, so if you don't feel like downloading it and learning how to use it just for this one thing, my recommendation for an online media converter is CloudConvert.

You can easily find youtube to mp3 converters with a quick google search, but if you're going to use one, caution is advised. I think they're technically illegal(although you're most likely using it for Scratch so I think you're fine), which is likely why the majority of youtube to mp3 converters have malvertisements(ads with malware), because those are a source of revenue which are illegal, which I'm guessing is why they partner with them.

Anyway, if you're going to use a youtube to mp3 converter, take caution. Here are some tips:
  1. Malvertisements are the main source of danger, so get adblock. If you already have one, use that. But if you don't have one, I'd recommend downloading the Brave Browser. I can't name extensions, but Brave is an application, so I can recommend you that. I'd also recommend setting your adblock to aggressive, unless your yt to mp3 converter won't work with that. While some malvertisements can still manage to slip through, this will block a decent amount of them.
  2. To check the safety of the site, use MYWOT. Then, look up the URL of your yt to mp3 converter and read the reviews. That will allow you to know what to look out for.
  3. Change the permissions of sites in your settings. Block camera, microphone, pop-ups, and other things you don't want the converter to access.
  4. When you use the yt to mp3 converter, remember, your only goal is to get an mp3. Avoid anything else, no matter how tempting it is, such as free things.
  5. If the site looks extremely sketchy, don't use it. (I once found a site where the background looked like pantone 488c, and it offered a bunch of sketchy fake services.)
  6. Beware of pop-ups. Youtube to mp3 converters have A LOT of pop-ups. If you get a pop-up saying something along the lines of “Your computer has _ viruses, click here to get rid of them!”, it's fake. Exit out of the tab, or use taskmanager.
  7. Beware of redirects. Exit out of any redirect site.
  8. Clear your cache.
  9. Scan your computer with a trusted antivirus, like malwarebytes.
  10. Scan your mp3 with virus total.

Hope those help!

“Why not TOR?”

TOR does not include any ad blockers by default, you would need to install an extension.

Then AdBlocker extension + Onion routing = extreme security! Those sites will not get your IP address, and your exit node is always random and will change a lot, some may give you some legit downloads for a few months, then they may target you with malware, all in all, youtube-dl is the way, open source, lives in your machine, and uses a command line utility so it's really easy to use with extra arguments with the command.

It's Python code - but before you run it, run
pip install youtube_dl
in your terminal. If you're using macOS or the above doesn't work, try this —
pip3 install youtube_dl

Well, Brave does have a TOR window, but it does say to use the actual thing if you really need it. So I guess you could also use TOR.
