Add LOLCAT language in April Fools 2022

The translation system Scratch uses to manage translations does not support joke languages. Also, a ‘Meow’ language, which was made for an April Fools a few years ago, was removed in 3.0 because joke languages were no longer possible on the Scratch Website.

This used to exist in Scratch 2.0 as the Meow! language. I liked it and I would think that Scratch would be funny in LOLCATS.
