I kind of had the same issue here, but from signing in from https://scratch.mit.edu/login: https://scratch.mit.edu/discuss/topic/536168/
This post was edited so that the https://scratch.mit.edu/login url did not include the colon : next to it.

When you can log in are you using a different computer and/or browser than the times when you can't log in? Also, do you have cookies enabled in your browser? Scratch uses a cookie to keep you signed in, so if you have disabled cookies in your browser you won't be able to sign in.
