You can make things that kinda look like websites, but if you want to make an actual website, the answer is no.

If it is a real web no, if it is a project that looks like scratch yes (a SCRATCH project that looks like a web yes)

It's not possible to do web development on Scratch–it's designed to be an educational language that people (usually) move on from when they get more advanced. HTML, CSS, and JavaScript are the languages most commonly used to build a website. Once you're comfortable with Scratch, you can check out W3Schools or Khan Academy for web development courses.

Keep in mind that you'll also need a web hosting service to display your site publicly, although you can get started easily by running your website on your local computer.

Please dont get angry ୧(＾ 〰 ＾)୨, sin é, google sites is ok for simple graphic designs but you cannot create a proper site with it. I reccomend you learn some HTML5 and get hosting, servers, etc. To get started, i tend to find books online, but online resources help a lot of people. google sites cannot make you a website. Of course, you can hire people to make one, but you'll need your own hosting.

Gui means graohical user interface. Their badically saying you cant make scratch in it. Dont get mad at them, they just misread the title

No, it is not possible to make a full-featured website in Scratch. If you want to make a website, then maybe give WiX or WordPress a shot.

No, because Scratch only let's you code that will make only projects in-scratch.

No, it is not possible. However, you could learn HTML5 and CSS (coding languages for websites, I recommend this tutorial, I've seen some other tutorials of his and they're great!). If you don't want to learn a programming language, I highly suggest WordPress.
