Did nobody notice this falls into the category of a rejected suggestion?

7.11 “Recently Shared Projects” row on the front page
This proposed row on the front page would display projects that were most recently shared by Scratchers, in an attempt to help unnoticed Scratchers get more views. Such a feature existed in Scratch 1.4 and Scratch 2.0. It was removed for several reasons: the community did not find these projects interesting, the row would sometimes show inappropriate projects, and these new projects would often get disrespectful comments from other users.

Did this really get unnoticed for six years?

No this is Random project not Recently shared projects
and people just (hopefully) press the report button

It’s not rejected. This is to randomly go to any scratch page, this isn’t a recently shared projects row.

How exactly does this rejected suggestion have anything to do with the proposed one?

no support, this would make scratch look more like a wiki
and besides, you could land on a hurtful project
and there are over a million projects on scratch so it would be hard to be able to generate one out of the whole bunch
also it could land on an unshared project
