Probably, if they aren't signed in.

By “banned”, do you mean IP banned? Because if you have a normal ban, you can access Scratch normally, as long as you aren't logged into the banned account.my sisters account has been banned before.I'm not asking if anyone you know has been banned. I'm asking if banned users can access the download page for the Offline editor (https://scratch.mit.edu/download )?

Both.By “banned”, do you mean IP banned? no. but they can visit the statistics page because its very important that they can visit the statistics page
