what is the best linux distro
Well, it depends what you are looking for. Since you are a Windows user, I recommend you check out ZorinOS. I don't know to much about though. If you are looking for something stable, then try checking out Manjaro. It is a arch-based distro that is very, very stable. If you are a fan of the Apple look, I recommend you check out ElementaryOS, this is one is the one i use. If you are a programmer, then I would check out Solus. It came with a bunch of programming tools. However, it isn't very stable, two times it started glitching, so I would restart it. Then it wouldn't boot, even if you gave it hours. If you do check out Solus, after installing, try not to plug the USB that you used to install back in, it seemed to mess it up.

Depends.
If you have fair knowledge with Linux:
Manjaro is considered the best of the best.
If you have some experience with Linux:
Fedora is a good choice.
OpenSUSE is a good one as well.
If you are a beginner:
Linux Mint is probably the best place to start for beginners to Linux.
Pop!_OS is a pretty good distro to start with as well
Solus is very simple, which can be quite nice when you're new to Linux.
Zorin OS I can really only recommend if you're having a hard time transitioning from Windows.
Overall:
Manjaro is probably the best you can get, and the one I can recommend the most. While there are more “advanced” distros, I think Manjaro is, simply put, the most advanced easy to use Linux distro. It has excellent DE options, and the AUR is extremely useful.
Pop!_OS! is easily the best Debian based distro, as long as you're okay with out-of-the box GNOME only, and that you need to enable a few things for the best experience.
openSUSE has both standard and rolling-release options, both of which I recommend you try out one way or another. It's also probably the easiest way to try different DEs.

Since you come from windows i'd say Ubuntu MATE or Linux Mint (i'd suggest stay away from mint because they make it over complicated to use google for some reason)
But if you like Apple look try something with the Budgie DE
And Pop!_OS just looks good

Pop!_OS (yes, there is an exclamation point in the name of the OS) is cool, but I use it, so I'm biased. it's based off of ubuntu, so it has a lot of apps. it also looks nice out of the box. I'm not sure how easy it is to install, because I use a computer with it preinstalled.\
I've never used it (I haven't used most linux OSes), but I've heard that Manjaro is cool. from what I know, it's like arch (yes, that arch) but easier to use and install.
you could also try an ubuntu flavor (or just plain ubuntu) such as Kubuntu
you should also note that there area metric ton of linux distros (ranging from SteamOS to Kali Linux to OpenSUSE), and which one you should use depends entirely on what you want to do with it.

Just a word of advice, try a few out, really. Each distro has different things to offer, so whether it's on your device, or its through something like VirtualBox, I would recommend to just try a bunch out! :)
Have no shame in distro-hopping!

Another great one you could try is Garuda Linux. It is based on Arch Linux, so you might expect it to be hard to use, but actually it is quite user-friendly.
I would recommend using either the KDE or GNOME version.
