Can you make a Super Mario 64 Type Game

Applying textures to 3-D objects is sadly not possible yet. And making 3-D games with textures is not something that should be necessary for a beginners coding language.

It's definitely possible (see https://scratch.mit.edu/projects/409205656/), the issue is that it's very slow (see https://scratch.mit.edu/projects/362937831/). Recreating SM64 with no or minimal textures probably would be possible, though.

If you were to make it with the textures that were simply one color, it would probably be possible.

The question is if you can make a Super Mario 64 type game, not if you can recreate SM64. You could definitely make a SM64 type game, but it would be a very challenging project. The graphics would likely need to be simplified in comparison with SM64 to make it easier to run at a reasonable speed within Scratch.
