Please define spam
The question is a bit meaningless. It doesn't really matter that the Scratch Team doesn't define spam, all that matters is that whomever reads it doesn't do it and reports it when they see it depending on what they consider spam. Ultimately the Scratch Team will end up deciding on a case-by-case basis even if they are more specific, so as long as people report what they think is spam, everything should be fine.

I realize that the new Community Guidelines were probably made by a committee and therefore might be more camel-like instead of horse-like but still think some clarity would be useful.
The idea that spamming is commercial bulk messaging is still there. Then others have said that spamming is repeating the same message some unstated amount of times perhaps on the same project or different projects. Or it could mean repeating words or characters in the same message. The Wiki lumps Studio invites with spamming and also says that “ Spam is something that is posted irreverently and unneeded in the situation it was posted.” (Love that word “irreverently”. It also makes me think of Monty Python). And you’re saying, I think, that Spam is just whatever people reading the comment consider to be Spam. (Sort of a “you’ll learn what not to do because we’ll zap you if you do something we don’t like).
So, that’s a lot to pull together and attach to one word and assume that the meaning is conveyed to the reader (just through that one word).

irrelevant or inappropriate messages sent on the internet to a large number of recipients.
unwanted or intrusive advertising on the internet.

Please define spam
Spam is something that is posted irreverently and unneeded in the situation it was posted. Examples include making duplicate forum topics, advertising oneself on others' projects, posting nonsense or gibberish, typing random keys on the keyboard, or posting off-topic. Repeated spamming will lead to alerts.

Since we're on the internetHow is spam not percise?In addition to the above answers, here's a Wiki article on spam.Thanks for the link, I like to remind people that the Scratch Wiki is Not part of the Scratch Foundation and as near as I can tell does not have a member of the Scratch Team on their editorial team. It’s possible that their well meaning advice could be different from what the Scratch Team actually says. For example the Wikii editors have grouped Studio Invites in with advertising but the Scratch Team never states this.
I’m just saying that I’d rather see the Scratch Team use more precise language.
But I also use the Wiki all the time, so yes, the Wiki is a great resource.

there's internet terms that people should know, like trolling, which means annoying someone on purpose because you think it's funny.
One of those is spam, a popular internet word for repeated saying something over and over without someone's consent. I believe most people would know what spam means if they're reading the community guidelines. If not, they might want to spend a bit more time on the internet.
