I don't know how to answer this other than stating the obvious: it's just a several-frame GIF of a cat licking the screen.

Why is it dominating the whole Scratch community?
A lot of people probably set their profile pics to it because they thought it was cute and/or wanted to personalize it to their own liking (i.e. different colors, background, etc.)

This licky cat GIF has been around for at least seven years, by the way. It's been popular on the site since I joined back in 2014.

“Dominating” is a strong word. It's nowhere near as popular as it was a few years ago, when it seemed like everyone had one.

This trend was started on February 19th, 2010 by a DeviantArt user called “BakaMichi”. Because of Scratch's and DeviantArt's closely bonded communities, it quickly spread from there to here.
