Not in pirating Scratch I know scratch is free, but in recommending/linking piracy websites so others can pirate content.

That's straight up illegal. Breaking the law, or encouraging others to break the law results in a permanent ban.

Not exactly. Linking to an upload of a TV episode on YouTube only resulted in the mildest infraction of having the moderator remove the link.

Not at all, piracy can be illegal depending on what you pirate and where you did. You should never promote privacy, nor do it yourselves, anywhere on the internet (outside Scratch as well) and in real life.

While it is technically illegal, in practice it's more like “advised against”. Most websites won't really like it when you try and share pirated content on them, and you will get a stern warning if you try and do so, but there will be no Dreamworks Secret Service or Men in Black that will hunt you down for making them lose out on 40 bucks, and you'd have to pull off some international bootlegging guild stuff to get arrested for pirating Shrek

Posting a history show about it is okay, it may be taken down, but don't post links to piracy sites, piracy is illegal.

Another consideration is a lot of piracy sites tend to be sketchy.
