Encourage creativity by making "Paint" the first option for costume/sprite/backdrop dropdown

I think you're overestimating how much a button layout change would “encourage creativity”. If one were to be going into the sprite library for a sprite, they'd probably already have some goal that they would be achieving.
Exactly, I don't believe it would make much difference. No support.

@Alzter made a point about how it seems like the ST is trying to discourage creativity in the editor, as stated here. https://scratch.mit.edu/projects/261891177/.

I'd also like to note “Choose a Costume/Choose a Sprite/Choose a Backdrop” appears twice in the dropdowns, for whatever reason. My solution is to make “paint” the first option. This makes stuff easier for people used to making their own stuff, and encourages creativity for new users.

I support! I look onto Scratchers first projects and they always use pre-made characters! Because it is not first they think painting their own sprites isn't a thing!

Or they are new to the website and want to get into coding instead of artwork quickly.

Then they could just click the “search” button above the brush. It really isn't that hard. And besides, I'm not quite sure if this would make a difference in coding, as this only is regarding the drawing aspect.

I'm kind of on the fence for this suggestion. Sure, making use of the paint editor will allow users to be more creative in their Scratch projects. But what is the sprite library for? Several Scratch newcomers use the sprite library. By simply swapping the paint button and the library button, I think that if this were to be added, it would have little to no impact on what users would make. I can imagine users clicking on the paint button only to be confused on what to do, whereas with the sprite library, users will at least have an idea that “oh, I can choose what is going to be in my project”.

Semi-support, but leaning towards no support.

support, not really because of creativity but because most people want to use the paint editor and not default sprites. if a user doesn't want to draw, they can just read the other options. I can't think of many cons here.

Yes, well I wanted to draw but because it wasn't the first option, I didn't know painting my own sprites were a thing until later.

I imagine the ST have expected users, particularly beginner users to want to use premade costumes and modify those over starting from a blank canvas, as they already have something that they can try out the costume editor on.
When my little sister started Scratch a couple of days ago, we looked at the tutorials. I saw that the tutorial makers (the Scratch Team) were encouraging the people watching the tutorials to use a premade sprite, then add no to barely any edits to it.

Support, but it should be an option. A user should be ale to set the default to 1. The Library 2. The Paint Editor or 3. An upload.

That's actually a great idea! Is it okay if I add it to the OP?

Honestly…that's not a big feature to add…and well, it's just..useless. There are many new Scratchers that don't know how to draw very well, and I think that might well as discourage them. (honestly, drawing with the mousepad? I can manage it, but new Scratchers? eh…)
I don't think it'll make much difference, like i mentioned, it's just a feature that barely makes a difference…

Tbh, Vector is best with a touchpad, i can't use it with a touchscreen or regular mouse.

Support. This can teach the kid to use more of their imagination! And can bring them ideas with what they will draw.

After thinking about it, this is probably easier for schools, also with the paint thing it’s probably optional, new users, school users and offline people on the online site probably can’t use the backpack. Offline people on the online don’t have the backpack too-
Schools would probably let People use the library for there games,

Backpack. Lol but like:
Backpack a feature in 2.0 now in 3.0 part of it

If the backpack exists then they can backpack, other sprites made by other people to then use for their own. Also many people still use the library for the mascots. Once you technically get the hang of studying the sprites (to see how it's made) they can probably make their own sprites. I don’t think it's a big deal with creativity rather for schools.
Some points, like the paint would be useful if it was optional. The order of the paint for the sprite doesn’t matter but also like technically we don’t need double the choose the costume/backdrop/sprites appearing twice in the dropdowns. People do misclick tho that’s why there 2.
I semi-support this but we have so many options already that will encourage it as well-
