It sounds like the beginning of ASGORE, right?
Now, if you listen closely during that part, you can hear a very ASGORE-esque tune buried under all of the loud music, first the beginning on a sort of woodwind, and then the “Heartache” bit after that on a different instrument.

(There's also the “No this isn't right, I can't lose this fight” bit Flowey sings a little later that has remnants of the “Heartache” melody

Power of NEO is legit just a bunch of motifs mashed together in the genocide package, but then again like what else are you going to do with it, the original power of neo is just the intro to BAaTH (melodywise), so kudos to Mr. Internet and his team for coming up with that excellence.

Because Undyne the Undying has many similarities to Mettaton NEO. For example:
Undyne's eyepatch disappears revealing a spear, While Mettaton NEO's hair flips back to reveal a star.
In Undyne's right hand, she holds a spear, While Mettaton NEO's right hand is a cannon.
They both have hearts on their chest.
