Noteflight (online, requires account) and Musescore (download) are both great ways to write music.

Actually, Scratch is great for composing music!

Not really, as you can't visualize it as a piano roll or music score, and you can't export as sound files, midis, etc.

So scratch might be able to make music, but it's not very good.

I'm sorry to say, but Scratch sucks at music.
First of all, as Kayybee said, you can't visualize the music, which is a pretty bad thing by itself.
Secondly, making chords is very difficult, as simultaneously making things happen in Scratch is hopeless.
Added to the second reason, timing in Scratch is weak, and there are random jumps or gaps in wait time, beat time, etc.
If you want to make music, you're better off with none, than Scratch-created music.

The only problem is, muse score is a bit glitchy. (e.g. Notes are skipped)

Well chords are pretty easy with me. And you can just use the rest block. AND you can also control timing. But you have got a point about visualisation. But lets just say Scratch isn't the best program for music composing. BUT i am still using it for music.

Usually, “making music” doesn't just mean for use in Scratch projects. There's no way to use this in other things, besides recording.
Chords requires a lot of broadcasts, which gets tiring.

Also, with a true music making software, you can play it from the middle of the song, etc.

I use Finale Printmusic, and if I'm just messing around, Anvil Studio. I think you have to buy PrintMusic, but Anvil Studio is free to download.

Musescore and LMMS are two great free programs, Musescore more for music with real sounding instruments like pianos and clarinets and things
