Is it OK to share links to websites OUTSIDE of scratch that isn't considered chat?
I want to know if another website like canva or even your website? What about apps? How about extensions for chrome? Please answer! Tysm!!!!

Mostly, yes. If the content does not break Scratch's rules, then you can post the links here.
For canva, I have never heard of it and so I don't have experience with it. I can't say whether this one is allowed or not, you have to decide.
For your own website, yes, but make sure things like contact forms or commenting is not there (as this would be private messaging with no moderation).
Apps can be mentioned and websites can be linked.

You can't link extensions. You can link youtube but usually links on forums will get converted. I do not know about other sites but I know some others are allowed. Also the yt links get converted so you can only see the video not the chat.

- If your website follows the scratch CGs and ToS, yes
- Depends on what the app is
- You cannot link, name, or discuss browser extensions, especially scratch-related browser extensions.

You can upload images to it, however I have no idea if there is any thing in their terms stating you cannot upload inappropriate images. However I doubt they would be in the pre loaded image libraryUhh, if canva had nsfw content we would not have used it for school. Canva is a digital art website.

I believe it's fine to share website links as long as that site is child-friendly and has no live features (this includes live drawing, live streaming, etc.) If the website contains Discord links or personal info belonging to any Scratch user, then I don't think it's allowed. For example, a link to the site for The Forum Helpers (a group of Scratchers, non ST members) is allowed to be shared on this site.
Canva should be fine since its main purpose is to serve as an individual workspace for producing content. Just don't share any live editing or collaboration links if those exist.

Are we thinking of the same Canva here…? If so, it's NOT a digital art website. It's a graphic design tool intended for creating things like business cards and flyers.
A quick Bing search (keep your mouth shut) led me to Canva's Terms of Use, which contains the following information:
According to their terms, Canva does not allow content specifically made to be harmful to or exploitative of children.
However, another paragraph in the same section states:
So I'd say it's a bit of a grey area. While Canva does prohibit the posting of content specifically made to harm or exploit children, there do not seem to be any explicit measures put in place to prevent inappropriate content from being posted in general. Keep in mind that Canva allows users to upload their own images for use in designs.
I'd advise that you just be careful, and maybe don't link to anything on Canva until a Scratch Team member gives the all-clear.

I think so, because there are three external links in my About Me and What I'm Working On and I haven't got any alert.

Yes, you can give links to websites outside of scratch, unless the website has unmoderated chat, browser extensions, live streaming, or any other inappropriate stuff.
