You cannot do anything with these points. It would motivate very little people. People would still do bad stuff because it is a number and nothing can happen with them, and people would brag about them and upset Scratchers with less points.

I don't support this.
People could use their “honor points” to prove that they are “better” than someone else. My school has a system similar to the one you're suggesting, and there is a problem with bullying using the “honor points” system.
Also, what would you use the points for? Using them as currency for Scratch features is rejected. Just having them for visual purposes would make what I said earlier more likely to happen.

Followers already generate quite a bit of “fame hungriness”, but this just seems like a great way to fester even more competition.

I like this idea! What if I suggest this:bump
Points are hidden from the community and you, but are shown to the scratch team when looking through reports, and bans. The Honor system (I'm american), would be shown from both users, the reportee and the reporter, to see if the report is legit or not. Maybe, they could even take out the new scratcher status, and make it so that you need 750 points (so you need 250 additional points) to become a scratcher. Of course, your points would b hidden, so it's impossible to do something like exploiting the system unless you retrieve the API. Even better, now alternate accounts won't have to wait as long to become a scratcher.
I thought of these other ways to gain/loose points:
+ share appropriate projects (when another scratcher (has to be a sperate IP) views a project, a box pops up 5 minutes later, or before they close the tab, and asks “Is this project abiding by the community guidelines?” and has a yes, and a no. The reason the No doesn't send a report is that then it would be too easy to hack the system. Also, once one person answers the question, it goes away.)
- getting repeatedly muted (adds -1 every time the users mute multiplies.

Some form of digital currency which allows you to “buy” Scratch features (with real or fake money) would not really benefit the educational value of Scratch; after all, there is not really anything that you can buy. While there could be features that are only unlockable via digital currency, this does not really contribute to Scratch's purpose of being a programming language available for everyone. However, you can make digital currency in your own projects, if you like. A very good detailed analysis for why digital currency should not be on Scratch can be found on this post.

I semi-support this, it will be great for adding points, But this should not expose new scratchers who lost some points xD.

Outer extensions? (You know it… don't know? Here-100,000(some mercy this time lol)
That seems overkill for just using a dark mode extension that makes Scratch dark mode.
(Scenario)
Person: Ugh! This light mode is hurting my eyes! Wait a moment! uses a dark mode extension
ST: ok you used an outer extension so…. -100,000
Person: Wakes up to find this:
-random number from 1,000 to 100,000
Person: SO UNFAIR!
