Using a modified browser (e.g. Waterfox) and a modified Flash version it's still possible to run Flash. I wouldn't recommend it though, running outdated software is bad for security.

1.4 and 2.0 are available as offline editors and maybe other websites for online. And using some scratch extensions from the Chrome Webstore you can get 2.0 block colors I think. ANd some parts of the Scratch website are 2.0 like the profile page ( i think)
