What do you have to do to get accepted for the bug tracker?

The Scratch Team picks a few Scratchers for it, but I don't know what criteria they use to decide.

I think letmethnk means how to sign up for the bugtracker list so they can add bugs to the list, not wait for others to add them to the list. ^^
