By chance did you read the requirements? clearly not. and im talking about .debs or .apks.

I don't know, but you can use https://nathan.github.io/pixie/, a site that is like the 2.0 editor (it is a little buggy).
Right click the link and press "Go to https://nathan.github.io/pixie/".

it is 2021 it will be very difficult to find a way to run an offline copy of scratch 2.0 on a chromebook.

there are some flash “emulators” which don't require flash, try one of those and drop a scratch swf in. maybe you can try that lead, but im gonna be honest you might just be better off borrowing a non-chromeos device and using the adobe air based scratch 2.0

I can also confirm it won't work, sb3 files aren't supported.

Any website that ran Scratch 2 online no longer works after Flash was disabled in all browsers.

pixie was like 2.0 but it was very unfinished and glitchy so im not using it

i already tried wine, it stopped downloading when it reached halfway.

The bottom line is: you can't.
Scratch 2 requires at least Adobe AIR 20 to run. The latest version available for Linux is Adobe AIR 2.6.
If Wine isn't working for you, and you're unwilling to use Pixie, there is literally nothing you can do.
