What would this do?
I know the micro::bit block looks like this:

and it can have an image in it.
But, you can see through hacked blocks, that it actually converts the image to 0's and 1's.

I don't see how it could report an image, like said in this quote:

Even if it could report an image, what would it be used for. The only thing I can see is something like this:
draw (profile picture :: sensing) :: pen
which wouldn't work with some, such as GIFS. Also, it wouldn't work with costumes because they are already made, and you can't edit them through the code.

Adding a Profile picture block

Reporter blocks can only hold LETTERS and NUMBERS. They cannot hold pictures. HOWEVER, it may be possible to have a block:
Add & Switch Costume to [user's v] profile picture
Semi-Support, leaning towards no support for this exact block. I like the concept, though.

That seems like a very weird block, and it would break the long established rule that Scratch projects cannot alter their own source code. I think that's a bad idea.

I don't disagree with you, just did not quite understand what block was being proposed here and I tried to guess (epic fail).

The two topics implement this feature in different ways though - the suggestion you linked suggests to be able to switch the costume of a sprite or the backdrop to be the user's profile picture, while this suggestion is asking for
