Its an unused and inactive page. its for announcements. Currently you can see scratch news instead of that blank page.

There aren't any links to it and there are more important things to work on. Also, they might've just forgotten about the issue.

I can't contribute any solid evidence to this discussion but I'm pretty sure I went to that page a few years ago when it was still used. As others have said, it was used for announcements (the ones from the homepage.) I might be wrong but I think the View All link on the homepage might have taken users to this page at some point.
