You are the owner of the topic if you make it, just like how you're the owner of a studio if you make it. You created it, you own it. Owning it just means you own it, it does not mean you can make the rules.
And yes, you can bump as much as GoboSnack does because the rule is that you can bump every time the topic goes off the first page or every 24 hours. That rule has been followed with every recent bump.
