My computer can't download sounds

I guess they could just use a royalty-free sound effect, as they do with all the other sound effects. I don't really think they need to add one, but it would be very easy to do it.

If so, it's called a rim shot.
I support this! I think it would be useful, especially for Scratchers who are using school devices and can't use many sound-effect-downloading websites.

Most of the time I use Freesound. It's good and has a lot of good sound effects, but you need to sign up to download stuff off of it. There's also SoundBible, which I don't use anymore, but which I don't think requires you to sign up.
