Can you convert a Scratch 3.0 project into a pc app and publish it?
Well, I don't think I can find the answer to this even I have searched around a lot. This is a bit similar to my last post about “Can you convert a Scratch 3.0 project into an app?”. Well the “publish it” means to publish the game to some sort of… (website?)… sorry that I don't know that too.
So can we do it?

If you're able to convert it into .exe then you can publish it because of 5.1 which means you have the rights to your project.
5.1 Except for any user-generated content, the Scratch Team owns and retains all rights in and to the Scratch code, the design, functionality, and architecture of Scratch, and any software or content provided through Scratch (collectively “the Scratch IP”). If you want to use Scratch in a way that is not allowed by these Terms of Use, you must first contact the Scratch Team. Except for any rights explicitly granted under these Terms of Use, you are not granted any rights in and to any Scratch IP.

Well, so what exactly will I need to do? (After I convert my project to .exe)
Edit: I will publish it in umm… maybe (itch.io?)

Here is the tutorialIt isn't always necessary to unshare it, but projects shared on Scratch have the CC BY-SA 2.0 license which might not be what you want.
But if you publish it in some other app, you have to unshare it from scratch.

You can learn javascript or python? or you can just convert your project to a .exe file.
Actually they do care because if it wasn't for 5.1 someone much more popular than you can claim that they made the original project and own all the rights to it and can get any project(that is the same project) DELETED.
Nobody really caresBAHAHHHAHAHA iM LAUGhING.

Well the “publish it” means to publish the game to some sort of… (website?)… sorry that I don't know that too. Please note that if you're intending for the user to play the actual game on the website, they can't do so with an exe. You will have to put it up for download instead.
This is the last post if you want to see it.
But how about .apk? Well so I'm not gonna publish it but just convert it into .apkAs far as I know there's no way to convert exe's into apks as they're complied differently.
And also does joysticks work on .apk?
Nobody really caresPlease only reply if it's constructive to the current discussion. Simply stating nobody cares is not.

From the Scratch FAQ accessed from the bottom of Scratch pages: https://scratch.mit.edu/info/faq#permissions
“Can I sell my Scratch projects?
Yes: Your Scratch project is your creation. But keep in mind that once you share your project on the Scratch website, everyone is free to download, remix, and reuse the project based on the terms of the Creative Commons Attribution-ShareAlike license. So if you intend to sell your project, you may want to un-share it from the Scratch website.”
So, yes you can convert your project to an .exe file (or .html or .js or other format file) and share it on websites.
The quote below (in the post by Futurebot5) refers to the Scratch software itself, not projects made using the Scratch software.

With ST's permission and a GitHub account, you can..You don't need ST's permission to publish your Scratch project.
But how about .apk? Well so I'm not gonna publish it but just convert it into .apkYou could use HTMLifier to convert it to HTML, then build the APK with something like Apache Cordova.

Excuse me,
Mr. Awesome, if that really is your name, but I was saying I didn't care against a rule not allowing you to share your projects on other sites, because that is a dumb and foolish rule.
