Had an older version of Scratch 2 on my Mac (version of 08-Jun-15)

Downloaded the Scratch 2.0 Offline Editor from https://scratch.mit.edu/download, double-clicked on the downloaded ‘Scratch-461.dmg’. That brought up the cat icon with ‘Install Scratch 2’ underneath. Double-click on the icon, which starts the ‘Verifying “Install Scratch 2”…’ status bar. That then brings up the usual messageBox ‘. . . is an application downloaded form the internet. Are you sure you want to open it?’ message. I clicked ‘Open’.
Then I get a messageBox saying:
“Sorry an error has occurred.
The application cannot be installed due to a certificate problem. The certificate does not match the installed application certificate, does not support application upgrades, or is invalid. Please contact the application author.”

How do I proceed from there?

This appears to be something to do with installing Adobe AIR. In the System Log I can see this error msg at the end of installing AdobeAIR.dmg:

25/09/2018 10:23:48.080 Adobe AIR Application Installer: Application Installer end with exit code 10

Same. Are you using Mac OS High sierra on a macbook air?

if it actually verifies for me, adobe AIR and Scratch 2 stop responding.

I figured it out! You just have to wait.

i did experience this, but then i went to app store to download scratch 3, and it worked perfectly
