Are you asking where to find the blocks? They can be found in the “extensions” section (it's the blue blocks in the bottom-left side of the editor). If you need help using them, then here you go:
Text to speech is pretty self explanatory; enter text and press the block.
The pen is always attached to the current sprite, and can be activated and deactivated with “pen down” and “pen up” respectively. Other blocks can change how the pen draws, but that's the basic part.

Text to speech and pen are extensions.
Text to speech will actually say words you tell it to, albeit in a bland voice, but it doesn't let you say inappropriate or mean words.
Pen allows you to draw with your sprite.
