Can Scratch support older versions of Windows?
Can Scratch support older versions of Windows like Windows 98 or Windows XP?
Scratch 3.0 has HTML5 and Javascript.
Or can Scratch support even OLDER versions of Windows like Windows 95?

It depends on when HTML 5 and JavaScript were released.

Not really. It depends on when HTML 5 and JavaScript were released.
To the OP
Windows 10+ is only supported on the 3.0.
For 1.0 I think any version of Windows is supported.
2.0 is unknown.

Windows 7 or newer should work just fine. I personally use windows 10, but as long as you are using a browser with HTML5 and JavaScript support, it will run fine. Assuming you have enough RAM, of course. 1GB or more should do the trick to use Firefox or Internet Explorer. The part that makes machines incompatible is not having a system new enough in order to use a browser that supports Scratch. For example, windows vista or XP don't have browsers compatible, or will easily crash when playing/making a project. Any windows 7.1 or newer should do it just fine.

I don't think the OS matters as much as the browser does (I mean, if you're using Windows XP it probably won't work…)

The Scratch 3.0 app only officially supports Windows 10, but technically it can run on Windows 7 and later. (The installer doesn't though.)
Scratch 1.4 runs on Windows 2000 or later, but you could run the image file on even older versions with an old enough version of Squeak.

afaik 2.0 and 3.0 work on windows 8 and windows 7, but i still have to test vista.

3.0 won't work on Vista, because Chromium requires Windows 7 or later. afaik 2.0 and 3.0 work on windows 8 and windows 7, but i still have to test vista.
