So here is a tutorial how to get scratch 1.4 offline editor on windows.
1. On your windows 2000 , XP , Vista , 7 or 8 , go to google.com and type in scratch 1.4 offline editor.
2. Click scratch.
3. Click download
4. click on the button below.
5. click on the download button.
6. setup it.

Thats you done.
