Taking a screen-shot is how you do it. ;) no naw the new Video on/ Video off blocks

All you need to do is start the webcam, bring up the snipping tool (from the Windows Home button, or use Command+Ctrl+Shift+4 for Macs), and then save what you took. Afterwards, you can import it into Scratch however you want.

If you mean a project changing itself with scripts(as in outside of Editor), then no. You can edit it from the inside, but there are no screenshots that will affect the project's code, costumes, or sprites from Fullscreen or the Project Page. You have to add a sprite or a costume yourself.
No freezing the frame, either. Sorry, but it either won't happen at all or it won't happen soon.

No, you cannot take a picture while a project is running, but you can take a picture and put it into a costume if you click the camera icon right next to the “Upload costume from file” button.

Since this topic hasn't seen a new post from the topic owner in a long time, I'm going to assume that it is dead and I'll report it to be close. If it still is alive, the topic owner just needs to use the “Report” button to ask a mod to reopen it.
