This one I'm not entirely sure of. I doubt its usefulness, and even if there are few uses, I don't see what's wrong with uploading it as a sound. I don't see the need to make an entire new block for it.

Web Browsers can't access OS error sounds. (Or, at least not that I think they can)

I don't think it would be that useful. Unless anyone can think of a reason to add this block rather than just adding a sound I will be more willing to support.

While Scratch does generally try to make things easier for New Scratchers, they also want those New Scratchers to learn. If they implement this, what's to stop them from implementing every other sound in existence? People could suggest them, and they would be hard to reject because of the beep block being implemented.
The possibilities are endless. If Scratch couldn't stop any other sounds from being implemented, guess how many sounds exist? Infinite, technically, and from different speeds, concentrations, pitches, tunes, and general effects, there is no limit to how many you can make. So, how many other ones could the Scratch Team implement? Infinite.
Now, obviously, we can't reach infinity. Humans are finite in nature! That doesn't mean we can't implement lots of them that get suggested. At that point, the user interface would be WAY too confusing for New Scratchers.
Of course, the Scratch Team technically can stop implementing sounds. However, would this stop complaints due to the implementation of the beep block? This is very discouraging and disrespectful, but the Scratch Team does want to broaden participation.
What then could the Scratch Team do, if people are angry with them? Perhaps they would have wishes that they had never implemented these blocks that make a specific sound. There was no point in the first place, and it caused controversy.

If I understand your question correctly (unless that's a joke post), the suggestion is asking about making a block to make a “beep” noise.
