In the community guidelines, there's:
What if i instead, comment on someone's project saying: “Can i use the animation in my project?”
I am not offering suggestions, i did not say i like it,
is it cosidered breaking the guidelines?
Be constructive. - When commenting on others' projects, say something you like about it and offer suggestions.But.. what if i don't?

That's fine. The rule is more about when people criticise projects. The rule wants users to constructively criticise. Take these two examples:
Good:
Your project options button is broken. I noticed it when playing the game and clicking on it doesn't work, but it does change colour.
Bad:
Your project is broken. It is not good.

As for other comments, they are all fine. You can greet each other, ask for things, talk about any random thing, etc. They aren't what the rule is focused on.

If it's allowed.. i shall make a suggestion out of this.. That's fine. The rule is more about when people criticise projects.
