Hey Scratch team are you ever going to bring the cat block back?

On the normal editor, they aren't coming back, maybe on the next April Fools' like the semicolon which is an annual tradition.

If you miss them, you can also click here for all the April Fools' pranks in the editor:
All cap blocks are now cat blocks
There are two new options if you click edit: Mystery Mode, which allows shadows, and wobbly sprite dragging, which allows you to wobble and sprites you drag

Bonus: If you go here and do ::cat, it actually does cat blocks! This means that when 3.0 forums come, you can do cat blocks!

No, sorry. The cat blocks were only supposed to be an April Fools joke, but I heard that they might bring them back next year since they were such a hit.

Short answer: No.

Slightly longer answer: The Scratch Team said that it was simply an April Fools' joke, and won't be returning anytime soon.

It was made as an april fools joke, nothing more. So, I don't think it's plausible that it will be added back
I got ninjad because I spent an eternity looking for the github site but failed

The answer to this question is no. It was only meant as an April Fools joke. Unfortunately, the Scratch Team will not bring it back. I can see why they don't - maybe it just draws away from the educational perspective of Scratch with distracting blocks, but as @-InsanityPlays- said, you can always go here to find the catblocks.
