Well, GIMP is a very easy way to make them.

All you have to do is make the layers, and then save it as a gif.

It has to be an ‘animated GIF’ that means you have to store more than one frame in it.

I made mine using a website called makegif.com. Just make the individual frames of the animation and upload them in order and you can make an animated icon.
