It was started by Mitchell Resnick, aka mres. It created it with the help of Andrés Monroy-Hernández, aka andresmh.
andresmh isn't active anymore, and mres started to become active again in 2020.

Technically every Scratch Team member is active. In fact, there are Scratch Team members more active than me, that you didn't list. But I suppose it depends on your definition of “active.”
