It turns out that the Scratch built-in editor isn't very good at making complex art, and that the best tools are external software. I make my “”“art”“” using Paint.net, an open-source application that's very easy to use and has extensive plug-in support. It's free, but Windows only, and more suited for image manipulation than creating art.

As for websites more suited for creating art, I'm not an expert at these sort of things. Again, websites tend to be inferior than applications, but I'm sure someone more knowledgeable can give some examples.

I suggest doing some research on good vector and bitmap image websites and seeing what you think of them. I found this for a vector drawing tool and this for bitmap based drawings so I think that could be a good place to start when it comes to websites that allow you to draw stuff.

I haven't used those websites previously though - I personally use Adobe Photoshop/Illustrator which is going in the complete opposite direction as it's both an app and costs money (and a subscription at that).

I never use sites for art. If you want a free app you should use Firealpaca/Medibang or Krita, which are the two I recommend.
As for sites, I don't know. Scratch's bitmap editor works fairly well if you aren't that serious about art but I really would recommend one of those apps.

I use the paint editor in Scratch. It's actually really good for making art (well, at least in my art style)

I recommend Sketchpad, but I'm too trash to use it myself.

Personally, I use Autodesk Sketchbook, which is good if you don't want an overwhelming amount of brushes.

I either download/backpack art (w/credit), or make horrible art with the Scratch SVG editor.

I either use Canva (mainly for shops, pictures and projects) or the Scratch editor. I recommend you to use vector, bitmap's horrible unless you want to make basic pixel art.) I am guilty of using Canva way too much for my own good.

Yup, Pixlr E is the way to go for me too. I use it for thumbnails. I've used it, it's pretty good.
