Blacklight Color
Something I came up with in a flash of inspiration. The blacklight color is a color you can get by selecting a black checkered button that would appear somewhere around the palette, likely under the dropper tool or somewhere like that. It acts and is applied as a color, but it's not a solid color on its own- instead, it reverses the color of anything behind that spot (vector shapes (when drawing with vector tools), pen, other sprites, you name it), sort of like a blacklight. It's not something that can be used on the technical side of things, but it makes for some good graphical effects (i.e. placing a giant sprite in front of the screen with a blacklight color so the whole project would look like it's under the blacklight) and such. I decided it to be a palette color rather than an effect so one can control more precisely which portion(s) of the project get affected by the blacklight. As previously mentioned, this is entirely graphical, so if you want to associate other happenings to the blacklight effect just use broadcast blocks and/or variables!

This would be cool.
As an alternate suggestion, masks for graphic effects would be an interesting idea. You could make one and apply a graphic effect to it, and it would apply that effect to everything it was touching. It might be a bit complicated for Scratch though.

What if this was a graphic effect?I specifically mentioned that it should be a palette color, not a graphic effect. I explained why in the post.

That wouldn't really work with vector. With bitmap, it'd be more an effect than a color…
