I almost never post experiencing the 60 second rule. I never found it annoying. I spend time editing the post after it was posted like fixing grammar, punctuation and spelling.

Limiting the number of posts per hour instead of the time between posts…
It's pretty common to quickly leave a message on a thread and get blocked while posting on another topic, but only spammers would post every minute for a whole hour.

But then again…spammers could just flood the forums within a short time period, instead of being restricted to one post/minute.
So the time limit does have to stay in some form.
