No, usernames aren't recycled because someone might think they are they old user.

No you can't, once a Username is used it can never be used again.

No, the ST doesn't have the ability to reuse usernames because it would be very confusing, hard to keep track of, and it would also be easy for someone to impersonate someone else. It also would mean that all of the projects a deleted account had would also get deleted which is unfortunate in many ways.
