Maybe the shops themselves can help? If they wanted a review, review's day they make a call. And you can add a list of shops which you still have to sort advisors etc., so to be sure you don't miss anyone.
Btw, more staff (and even a second secretary?) would be helpful.

Hi! I have the impression this is going a bit inactive. It's understandable.

Anyway I would like to propose something :
1) Indentificate all active client shops. I can do it if you want.
2) Make those shops' reviews. Assigned workers choose a day to do it, school may have a complex agenda for some people.

It's nothing amazing or revealing, but we have to get to it.
